Earlier this June, the country saw the reorganization of the Anti-Corruption Agency by its attachment to the National Security Committee. The Anti-Corruption Service created thereby is a legal person in the legal and organisational form of a Republican public entity.

Decree of the President of the Republic of Kazakhstan of 14 July 2025 No. 944 “On Some Issues Regarding the National Security Committee of the Republic of Kazakhstan” determines that the new entity will be responsible, in particular, for elaborating suggestions on developing and implementing the anti-corruption policy, detecting, preventing, solving and investigating corruption offenses.

The functions of the Service include, inter alia:

• Participate in the development and implementation of the anti-corruption policy, elaborate suggestions on how to improve the normative legal acts in the anti-corruption area;
• Undertake planning, control and coordination activities in the anti-corruption area, report on their outputs;
• Conduct pre-trial investigations, organise and carry out operational search and counterintelligence activities;
• Undertake proceedings with regard to the cases of administrative offenses;
• Monitor the disposal of the property confiscated in criminal cases of corruption crimes and acquired for proceeds of crime;
• Accept, register and process notifications, reports and other information about criminal offenses;
• Protect and reward whistleblowers;
• Provide advice to natural and legal persons on anti-corruption matters;
• Interact with other public bodies, organisations and bodies of foreign countries on the issues of detection, prevention, solution and investigation of corruption offences, draft international treaties;
• Learn from international good practices and implement effective models at the national level.

It is reported that in the first month of its operation the Service initiated 17 cases of corruption offenses, submitted 16 cases to the court and paid rewards to two whistleblowers for the total amount of KZT 471,840 (roughly USD 879). Under the cases concluded, the damage to the State of KZT 113,600,000 (around USD 210,000) was repaired, and the property of the value totaling KZT 619,100,000 (roughly USD 1,143,300) was arrested.
