In this episode the speaker Felix Alshut presents new research on measuring cross-border corruption through the analysis of 1,700 international corruption cases. The presentation challenges a common assumption in anti-corruption research and policy: that corruption risk and corruption volume are the same phenomenon. By distinguishing between countries where bribes originate and countries where public officials receive them, the study introduces two novel indicators covering 185 countries. These measure both the global concentration of bribe flows and the likelihood of public officials receiving bribes. The findings reveal that global bribery is concentrated in a relatively small number of countries and, importantly, that high-risk destinations are not necessarily the same as high-volume destinations. This distinction has important implications for policymakers, suggesting that effective anti-corruption strategies should combine targeted investigations in high-risk environments with transparency and accountability measures in countries attracting larger volumes of illicit payments.
