The documentary tells the story of a large-scale corruption scheme in Venezuela, connected to the government’s food aid program CLAP (Local Committees for Supply and Production), which was designed to provide food for the poorest segments of the population amid an economic crisis and hyperinflation. At the center of the investigation is businessman Alex Saab, often referred to as the "personal financier" of Venezuelan President Nicolás Maduro. Saab became a key figure in the country's food supply scheme: his companies won government contracts and were responsible for purchasing food abroad for the CLAP program. However, journalists from the Venezuelan investigative outlet Armando.info, including Roberto Deniz, discovered that behind the facade of a "humanitarian mission" lay corruption and money laundering. The food delivered through the CLAP program was often of low quality, its cost was grossly inflated, and a significant portion of the profits was funneled through offshore accounts and shell companies. The investigation revealed that Saab, using a complex network of front companies registered in various jurisdictions (Mexico, Panama, Turkey, the UAE), diverted state funds intended for food aid into the hands of individuals close to the Maduro regime – and to Maduro himself.
