Caribbean Anti-Corruption Bodies Strengthen Cooperation

Heads of integrity commissions and anti-corruption bodies in the Caribbean have agreed to further strengthen regional cooperation.

The 12th Annual Conference of the Commonwealth Caribbean Association of Integrity Commissions and Anti-Corruption Bodies was held on 1-4 June 2026 in Kingston, Jamaica, with support from the Commonwealth Secretariat. The event was co-hosted by Jamaica’s Integrity Commission, the Major Organised Crime and Anti-Corruption Agency (MOCA), and the Revenue Protection Division of the Ministry of Finance and the Public Service.

The conference focused on strengthening regional integrity efforts and anti-corruption mechanisms in an evolving global environment. Participants discussed building the institutional capacity of anti-corruption bodies, exchanging practical solutions, expanding inter-agency cooperation, and the need to align approaches to anti-corruption regulation across the region.

Following the meeting, participants adopted a communiqué setting out a number of areas for further work. These include strengthening legal and constitutional safeguards for the independence of anti-corruption bodies, improving asset declaration rules, conflict-of-interest regulations and ethics obligations for public officials, developing whistleblower protection, and ensuring safe reporting channels.

Particular attention was given to the operational autonomy of anti-corruption bodies, including the independence of investigations, the protection of the confidentiality and safety of investigators, witnesses and complainants, as well as access to information, digital systems and inter-agency databases. Participants also highlighted the need for sustainable financing for such bodies, professional development for staff, and expanded regional exchange of investigative methodologies, case management tools and best practices.

In addition, participants agreed to consider the establishment of a permanent secretariat for the association, a regional strategic plan, and a repository of anti-corruption legislation, case studies, policies and training materials.


The event formed part of the Commonwealth Secretariat’s broader work to promote regional cooperation on integrity and anti-corruption. Earlier, a similar regional conference of anti-corruption bodies from Commonwealth countries was held in Africa: in May 2026, participants met in Yaoundé, Cameroon, to discuss the use of AI and emerging technologies in the fight against corruption.

The outcomes of the regional discussions are expected to inform the broader Commonwealth dialogue on integrity and anti-corruption, including ahead of the Commonwealth Heads of Government Meeting (CHOGM), which will be held in Antigua and Barbuda in November 2026.
