Anti-Corruption Outcomes of the G20 Summit

The leaders of the Group of Twenty (G20)* called for strengthened commitment to anti-corruption efforts at the summit in Johannesburg.

In the Declaration adopted at the conclusion of the event, the participating countries reaffirmed their commitment to the principle of zero tolerance for corruption and their dedication to lead by example in the global efforts to prevent and combat corruption and related illicit financial flows. The leaders also pledged to:

  • promote and strengthen integrity, accountability, and transparency, prevent conflicts of interests for the effective and efficient administration of the public sector;
  • uphold fairness and justice and reinforce the implementation of UNCAC and other applicable international legal instruments;
  • support the GlobE Network and other platforms, including by criminalising and countering foreign bribery;
  • promote the active engagement with participation of civil society, academia, the media and the private sector;
  • deny safe haven to corrupt offenders and assets obtained through corruption;
  • enhance whistleblower protection mechanisms and note the relevant report prepared by the G20 Anti-Corruption Working Group (ACWG).

A number of documents developed by the ACWG were also presented at the summit, including:

  1. Developing and strengthening legal and institutional frameworks – ensuring the existence of legislation, procedures, and competent authorities necessary for the effective management of frozen, seized, and confiscated corruption-related assets;
  2. Transparency, accountability, and cost-effectiveness in asset management – developing transparent rules and mechanisms for the registration, oversight, and inventory of assets;
  3. Pre-seizure planning – ensuring prior assessment of risks and costs associated with subsequent asset management;
  4. Preservation of asset value – taking measures to prevent loss of value of seized property;
  5. International cooperation and knowledge exchange – strengthening cooperation among countries for training, exchange of experience, and development of guidance on asset management.

The 2025 summit took place without the participation of the Presidents of the United States, Russia, China, Argentina, Mexico, Indonesia, and the Crown Prince of Saudi Arabia; the leaders of these countries (with the exception of the United States) sent representatives to the event.
