Swiss Research Center Launches Anti-Corruption Blog

The Geneva Research Center for Corruption Studies (RCCS) has launched a new expert blog, RCCS Insights.

The blog will feature short analytical pieces on corruption, public ethics, institutional responsibility, and accountability. While the authors will draw on academic research, the blog’s main goal is to make such research more accessible to a broader audience and to connect academic expertise with public debate on corruption.

The first blog post, “Should an AI Minister Fight Corruption? A View from Office Accountability”, focuses on the case of Albania, where an “AI minister” named Diella was introduced to oversee the area of public procurement.

According to media reports, Albanian Prime Minister Edi Rama presented this initiative as a way to make public tenders “100% corruption-free”. However, RCCS Insights author Emanuela Ceva suggests taking a critical view of this approach. In her view, AI can be useful for detecting risks, analyzing procurement data, and increasing the transparency of procedures, but it should not replace public officials in making public decisions. Simply transferring decision-making to an algorithm does not eliminate corruption if accountability for those decisions becomes blurred.
