In recent years, in the field of anti-corruption, more and more attention has been paid to the introduction of procedures that allow officials and employees to report on observed offenses and to ensure the subsequent protection of such persons from reprisals, this issue is being actively discussed in international forums, and a draft law is currently being considered in Russia.

The interest in this topic is related to the fact that the successful fight against corruption largely depends on the timely detection of wrongdoing, which, as a rule, is hidden from prying eyes. For this purpose, the institute of whistleblowing is actively used in international practice. Numerous scandals that often lead to unfortunate consequences, exemplary court precedents and non-standard situations related to the functioning of this institute demonstrate that the formation of a workable system of whistleblowing and protection of employees from reprisals is an important factor in the development of the system.

Considering the experience of legislative regulation and the results of law enforcement practice of using this instrument in Anglo-Saxon countries, in our report we tried to highlight the main "critical points", typical mistakes and problems, alternative approaches to solving the issues arising in building a system of whistleblowing and protection of applicants in the state.

We hope that this paper will serve as a catalyst for expert discussions and further research into the possibilities of using the institution of whistleblowing and whistleblower protection in Russia, including for anti-corruption purposes.
