Anti-Corruption Objectives for Africa by 2030 Defined

Cape Town (South Africa) has hosted the 15th Commonwealth Regional Conference of Heads of Anti-Corruption Agencies.

The event held under the guidance of the Association of Anti-Corruption Agencies in Commonwealth Africa saw the participation of representatives of anti-corruption bodies of 20 countries, namely Botswana, Cameroon, Eswatini, Ghana, ,Gabon, Kenya, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Nigeria, Rwanda, the Seychelles, Sierra Leone, South Africa, Tanzania, Togo, Uganda and Zambia, as well as of international and regional organizations.

The objectives of the fight against corruption in African countries were defined, including:

  • Exchange advanced means and methodologies for detecting, investigating and prosecuting corruption offences;
  • Put anti-corruption measures in line with Sustainable Development Goal 16 - promote peaceful and inclusive societies for sustainable development, provide access to justice for all, and build effective, accountable and inclusive institutions at all levels;
  • Strengthen public-private partnerships to eliminate gaps in governance systems and enhance international cooperation by concluding agreements on mutual legal assistance and other joint initiatives;
  • Build capacity of anti-corruption bodies also through exchange of experience, expertise and knowledge.

Additionally, the participants of the Conference exchanged innovative experience and good practices in combating corruption and promoting integrity and discussed the expediency of establishing the International Anti-Corruption Court (hereinafter, the IACC) (the strengths and shortcomings of this structure are outlined here): as Roger Koranteng, Head of Public Sector Governance at the Commonwealth Secretariat, put it, African countries do not have a way of dealing with politically-influential people in corruption, and this function can be entrusted also with the IACC.
