The relevant Law No. ZRU-1142 of 30 April 2026 amends the laws “On Local State Authority”, “On the Rules of Procedure of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan”, and “On the Cabinet of Ministers of the Republic of Uzbekistan”.

One of the key innovations is the introduction of an obligation for candidates for positions as members of the government and hokims (heads of local executive authorities) to submit an anti-corruption plan.

In particular, a candidate for the position of hokim of a region or the city of Tashkent, when his or her candidacy is considered by the relevant Kengash of People’s Deputies (local representative body), must submit not only a programme of action but also an anti-corruption plan for the relevant territory. A similar requirement is introduced for candidates for positions as members of the Cabinet of Ministers: when their candidacy is considered by the Legislative Chamber of the Oliy Majlis (the lower chamber of parliament), they must submit an organisational and technical measures plan and an anti-corruption plan for the relevant sector or system of governance. At the same time, the law does not specify detailed requirements for the content or structure of such plans.

As a result, corruption prevention issues are now becoming part of the procedure for assessing candidates for senior public offices. The new rules are expected to help increase the personal responsibility of senior officials, strengthen the preventive component of anti-corruption policy, and enable a more substantive discussion of corruption risks at the appointment stage.
