Transparency International has updated its Global Anti-Corruption Commitment Monitoring Mechanism

TI UK has updated the data on the portal that tracks the progress of anti-corruption commitments made by participating countries at the 2016 Anti-Corruption Summit in London.

The Global Anti-Corruption Pledge Tracker (GACPT) is a publicly available resource that allows users to assess the progress made by the countries participating in the 2016 Summit in the areas of anti-corruption they have committed to. At the time of writing, it monitors the progress of commitments in 21 of the 43 countries that participated in the event. The monitoring mechanism was developed by Transparency International UK, in collaboration with other TI regional chapters in the countries under review.

The GACPT tracks countries' progress on six key themes: asset recovery; beneficial ownership; law enforcement; data transparency; public procurement; and protection of whistleblowers and civil society representatives.

In order to establish the status of anti-corruption commitments in different countries, researchers from TI UK developed a special methodology. First, all commitments were divided by topic, after which a procedure for assessing their implementation was determined. Promises that were vague and too abstract to assess were excluded from the GACPT. The researchers then informed the government agencies responsible for implementing the commitments in each country that the implementation process would be monitored and requested data for the assessment. If agencies did not provide data, TI experts collected it themselves from available open sources. All information received was systematized and analyzed, after which each commitment was assigned one of the following categories:

  1. COMPLETE: there is evidence that the commitment has been fulfilled;
  2. ONGOING: there is evidence that work on the commitment has begun, but no specific completion date has been set;
  3. UNDERWAY: there is evidence that work on the commitment is in progress and a completion date has been set;
  4. NO DATA: there is no data on the fulfillment of the obligation;
  5. INACTIVE: there is evidence that no action has been taken to fulfill the commitment;
  6. OVERDUE: there is data indicating that the deadline for fulfilling the commitment has passed;
  7. DROPPED: there is data indicating that the fulfillment of the commitment has been canceled.

The status and information on each commitment under review is available in the profiles of the respective countries. In addition, the profiles provide general statistics on the fulfillment of commitments by country. All GACPT data and statuses are updated once every six months.

It is important to note that the Global Anti-Corruption Commitment Tracking Platform is not an index or ranking, as its creators do not evaluate or rank countries based on the effectiveness of their commitment fulfillment. Comparing progress would be incorrect, as each country has its own set of commitments, which differ in scope and content.


The Global Anti-Corruption Summit was held on May 12, 2016, in London. It brought together world leaders, business representatives, and civil society from 43 countries to join forces in the fight against corruption. The main topics of the summit were: disclosure of information; tracing of criminally obtained assets; combating money laundering; tougher penalties for corruption offences; and others.

The main outcome of the summit was the signing of the Global Declaration Against Corruption. In addition, the participating countries presented a total of 600 commitments to take measures to combat corruption. Transparency International had previously systematized the data on all commitments and divided them into 20 main areas.
