Hong Kong Discusses the Role of Integrity in APEC’s Economic Development

Representatives of the Asia-Pacific region discussed the importance of anti-corruption measures and integrity for economic growth, trade development and strengthening trust in institutions.

The event “Promoting Integrity for Economic Prosperity” was held on 9-10 June 2026. It was organised by China’s National Commission of Supervision and Hong Kong’s Independent Commission Against Corruption (ICAC) under the APEC Anti-Corruption and Transparency Experts Working Group.

The workshop brought together more than 150 representatives of APEC economies, including Brunei, Chile, China, Hong Kong, Indonesia, Malaysia, Papua New Guinea, Peru, the Philippines, Russia, Singapore, Thailand, the United States and Viet Nam, as well as international organisations and specialised institutions, including the Asian Infrastructure Investment Bank, the International Anti-Corruption Academy, the International Association of Anti-Corruption Authorities and the United Nations Office on Drugs and Crime (UNODC).

The main focus of the discussion was the link between integrity, trust in institutions and sustainable economic development. Participants considered how anti-corruption measures can help create a more predictable business environment, strengthen financial systems and promote cross-border trade and investment.

The workshop included sessions on strengthening integrity to improve quality of life, developing more resilient financial systems, and promoting fair practices in cross-border investment and trade. Keynote addresses were delivered by Kelvin Wong, Chairman of Hong Kong’s Securities and Futures Commission and Chairman of the ICAC Corruption Prevention Advisory Committee, and Delphine Schantz, UNODC Regional Representative for Southeast Asia and the Pacific.

ICAC Commissioner Danny Woo Ying-ming noted that integrity is a shared responsibility of all economies, as corruption undermines trust, the business environment and the foundations of sustainable development. He also emphasised that Hong Kong’s anti-corruption model, which combines enforcement, systemic prevention and education, has received international recognition.

After the main programme, participants visited the ICAC headquarters, where they discussed the agency’s current initiatives in investigation, corruption prevention, education and international cooperation.
