On April 1, Russian President Vladimir Putin approved by his Decree the National Anti-Corruption Plan for 2016-2017. According to the new Plan, the key tasks for the near future are: 1) creation of effective mechanisms for preventing, identifying and resolving conflicts of interest, 2) improvement of property liability measures, including in the event that an official's expenses do not match his income, 3) increasing the effectiveness of anti-corruption measures at the regional and municipal levels, 4) combating corruption in public procurement,
In order to address each of the tasks set out in the National Plan, a set of specific measures should be implemented, including amendments and additions to the current anti-corruption legislation, preparation of reviews of relevant court practice and new methodological materials, and implementation of control and oversight activities. Some attention has traditionally been paid to the use of information technologies in the field of anti-corruption, development of anti-corruption education and support of international cooperation in the field of anti-corruption.
In pursuance of the tasks set out in the Decree, the heads of federal government agencies have been instructed to amend the respective plans of their departments by May 15, 2016, in order to achieve specific results in preventing corruption and ensuring control in this area. A report on the results of this work must be submitted to the Presidium of the Presidential Council on Combating Corruption by June 10.
