Key priorities of the new National Anti-Corruption Plan have been identified

At the meeting of the Presidential Council on Countering Corruption held on January 26, the main objectives of the National Anti-Corruption Plan for 2016-2017 were outlined.

The main directions of anti-corruption policy development for the next two years were defined at the meeting of the Presidential Council on Combating Corruption. The central theme should be the development of mechanisms for preventing, identifying and resolving conflicts of interest. Russian President Vladimir Putin, in his speech, pointed out the need to identify as early as possible the personal interest of those who manage budget funds. Sergei Ivanov, Head of the Presidential Executive Office, who heads the presidium of the Council.

In addition, the priorities for 2016-2017 should be the improvement of mechanisms for the seizure of property, the origin of which cannot be explained on the basis of official income, including the return from abroad of assets obtained as a result of corruption offenses, as well as the improvement of anti-corruption measures at the regional and municipal levels.

It should be noted that certain changes should also affect the criminal legislation. It is planned to introduce a separate corpus delicti, providing liability for giving or receiving a bribe of up to 10 thousand rubles. At the same time, unlike other types of bribery, such offenses will be under the jurisdiction of magistrates. It is also proposed to introduce liability for the transfer of illegal remuneration not directly to the official, but to third parties specified by him.

The main tasks of the Council are:

- preparation of proposals to the President of the Russian Federation concerning the development and implementation of state policy in the field of countering corruption;
- coordinating the activities of federal executive authorities, executive authorities of the constituent entities of the Russian Federation and local authorities of municipalities in the implementation of state policy in the area of combating corruption;
- control over the implementation of measures envisaged by the National Anti-Corruption Plan.
